Australia PR points system only has points for:
- Competent,
- Proficient and
- Superior English level.
There are no points for functional and vocational English for the primary applicant in your EOI.

Passport cannot be used for claiming Proficient or Superior English points. You have to appear for English test even when you are from the UK, USA, Canada, NZ or Ireland if you want superior or proficient English points for Australia PR.
The English requirement for Australian immigration points is taking any of the tests mentioned above.

You can prove your Competent English if you are a citizen of the UK, USA, Canada, New Zealand, or the Republic of Ireland. You just need to upload a certified copy of your passport.

Spouse: English Test Score is valid for 12 months for dependent spouse Australia PR visa. If you are claiming points spouse points for Australia PR application, the results are considered valid for 36 months.
Primary: English Test Score is valid for 36 months for primary applicant Australia PR visa.
IELTS is one of the English language test that is required to be eligible for Australia PR.
You can choose any other test too if you do not like to take IELTS.
