Indian media has reported the news of the ‘green card recapture recommendation‘ in a way that the US government has approved the recapture of unused green cards.
This is NOT true. Nothing has been approved by the US government.
Indian-American Ajay Bhutoria, who is a member of the advisory commission on Asian Americans, Native Hawaiians, and Pacific Islanders, had tweeted about it earlier:
The presidential recommendation committee only gives suggestions to the White House and it is up to them to accept and implement them.
Please understand that they make many such recommendations every year but most are not implemented. This specific suggestion of recapturing the Green card has been made earlier as well but was not implemented by the US government.

Do not get carried away by the Indian media headlines. They all have written articles as if it has actually been approved and is just waiting for implementation. This is NOT true.
Almost all major Indian news media has made it a headline including but not limited to Economic Times, Hindustan Times, The Hindu, Wion, Business Standard etc.
What does the recapture of Green Card recommendation mean?
The commission has only approved the recommendation and it is not binding on the white house or the US government to implement it.
At this time, there is no such confirmation from the USCIS or DOS, or the US government that they will implement and recapture the unused Green cards. If they indeed choose to implement it, we will share the same with you and update this page.
Timeline
At this time, there is no timeline for Green card recapture either as USCIS or DOS has not accepted this suggestion either.
Will Indian Queues Move Fast if Green Cards are Recaptured?
The amount of benefit that the Indian backlogged queues will get will also be limited since the ROW is also backlogged now. Earlier, when ROW was current, the Indian queue would have got a major chunk of the extra green cards but those days are long gone.
