H4 EAD USCIS and DHS H4 EAD mean the same thing. You have to send a postal application to the USCIS lockbox address.
USCIS forwards your H4 EAD application internally to other centers from Dallas or Phoenix themselves. You do not need to worry about it.
How to Find Your H4 EAD Filing Address
Your filing location depends on whether you are submitting the H4 EAD alone or bundled with other forms.
Scenario 1: Filing H4 I-765 EAD Alone

Scenario 2: Filing H4 EAD with Form I-539
Concurrent (H4)If you are filing the I-765 along with the I-539 (H4 Extension or Change of Status):
- Send both forms to the address required for Form I-539.
Scenario 3: Filing with H1B (I-129)
Bundle PackIf you are filing the I-765 EAD + I-539 + H1B I-129 all together:
Send the entire package to the USCIS filing address for Form I-129.

USCIS has recently started generating H1B receipt numbers using their e-filing with receipt numbers that start with IOE or MCT.

In this case, the actual service center name is written at the bottom of the receipt.
H4 EAD applications are sent to other USCIS service centers after sorting through the lockbox addresses. You will get an H4 EAD receipt number separately from the final service center.

You should use the USCIS mailing address for form i539 if you are filing an H4 extension and H4 EAD application together.
You can send the H4 EAD applications by USPS, FedEx, or UPS. It is your choice.
You should use tracking to send the H4 EAD application.
USCIS has given different PO box addresses based on the mailing company that you use to send your H4 EAD application.
